1．Research Background and Issues This study is basically based on the following background:first,the disasters and its risk status;second,the consequence of disasters;third,the relationship between disaster and poverty;Fourth therelationship between disaster risk management and poverty reduction． Firstly'the global is entering into a period when natural disastershappen frequently．When coming to twenty-first century,particularly inrecent years,natural disasters frequently occurred around the world．Avariety of signs indicate that the world has entered the period of frequentoccurrence of natural disasters．The potential environment risk whichhuman society faces is considerably serious． The continuouslyemergence of new types of disasters,disaster losses'and all theseseverely threaten every country and region in the world．Especially thenearly unpredictable disasters triggered by climate changes make theorigina!fragile surviving situation more severe．Disaster problem hasbeen a significant global issue which attracts extensive attention Ofworldwide in current society． Secondly,disasters!ead to tremendous and far-reaching economiCand social 10sses．The frequent occurrence of natural disasters not 0nlvseriously threatens people'S lives and health, damages people'Sproduction and living order and destructs existing resources andenvironment,but also affects the social development and progress．What is worse,it even 1cads to the destruction of civilization．BeCauSeof the complexity and diversity of topography,China has always been acountry with frequent occurrence of natural disasters． which ischaracterized by,high frequency,wide distribution and great losses．①Particularly,earthquake disasters and corresponding secondary hazardswhich features sudden,extensive and strong destructiveness in thelatest few years gave rise to substantial property damage and casualties．It brought immense and profound 10SS to economic and s.Cialdevelopment and especially exert far-reaching influence on sustainabledevelopment and property relief efforts of poverty-stricken areas. Thirdly'disaster has a high degree of correlation with poverty．The occurrence causes of several maj or natural disasters and subsequentcoping strategies adopted shows disaster and poverty have a high degreeof correlation at two levels of practice and policy framework．First ofall' the enormous destruCtiveneSs reduced disaster,striCken areas andvictims into poverty status or the edge of poverty． ……

陸漢文，男，1971年生，湖北云夢(mèng)人，歷史學(xué)博士，社會(huì)學(xué)教授，博士生導(dǎo)師，華中師范大學(xué)減貧與鄉(xiāng)村治理研究中心主任。先后畢業(yè)于蘭州大學(xué)(1993年)、武漢大學(xué)(1996年)、華中師范大學(xué)(2002年)，2003年—2005年在中國(guó)人民大學(xué)社會(huì)學(xué)理論與方法研究中心從事博士后研究。擔(dān)任(曾擔(dān)任)聯(lián)合國(guó)糧農(nóng)組織(FAO)、國(guó)際農(nóng)業(yè)發(fā)展基金(IFAD)、國(guó)際美慈組織(MercyCorps)等國(guó)際組織咨詢專家以及國(guó)務(wù)院扶貧辦外資項(xiàng)目管理中心、中國(guó)國(guó)際扶貧中心等國(guó)內(nèi)機(jī)構(gòu)技術(shù)支持專家。主要從事鄉(xiāng)村組織與減貧、中國(guó)農(nóng)村扶貧開發(fā)政策研究。近幾年主持“貧困農(nóng)民的代際更替與脫貧機(jī)制研究”(教育部人文社科重點(diǎn)研究基地重大項(xiàng)目，2010年)、“社會(huì)企業(yè)與貧困村互助資金運(yùn)作模式創(chuàng)新研究”(國(guó)家社科基金項(xiàng)目。2011年)、“汶川地震災(zāi)區(qū)貧困村恢復(fù)重建效果和貧困人口變化情況監(jiān)測(cè)評(píng)估”(國(guó)務(wù)院扶貧辦項(xiàng)目．2011年)、“組織化與汶川地震災(zāi)區(qū)貧困村恢復(fù)重建”(教育部人文社科基金規(guī)劃項(xiàng)目。2009年)、“企業(yè)參與扶貧開發(fā)的體制機(jī)制創(chuàng)新研究”(國(guó)務(wù)院扶貧辦項(xiàng)目，2009年)等項(xiàng)目的研究工作。黃承偉，男，1965年生。廣西人，理學(xué)博士，研究員。現(xiàn)任中國(guó)國(guó)際扶貧中心副主任。華中師范大學(xué)兼職教授，博士生導(dǎo)師。1991年起從事扶貧理論及實(shí)踐研究和管理工作。主要研究領(lǐng)域包括全球貧困與反貧困、國(guó)際減貧與發(fā)展合作、中國(guó)扶貧開發(fā)、大型綜合外資扶貧項(xiàng)目管理等方面的理論與實(shí)踐、政策與模式。先后擔(dān)任國(guó)內(nèi)外數(shù)十個(gè)咨詢項(xiàng)目的專家組組長(zhǎng)或主要成員。主持、參與完成國(guó)際合作研究項(xiàng)目四十余項(xiàng)，參與國(guó)家社科基金項(xiàng)目多項(xiàng)。在國(guó)家、省部級(jí)刊物發(fā)表學(xué)術(shù)論文80余篇，出版減貧與發(fā)展領(lǐng)域的專著、合著、編著等40余部，多次獲省部級(jí)優(yōu)秀成果獎(jiǎng)項(xiàng)。
